Introduction to the Center

I. Profile

In September 1994, the predecessor to Civil Service Training Center of Taichung City Government (hereinafter referred to as the Center) was established from the 7th floor to the 9th floor of Chung Hsing Land Office in Taichung City under the name of "Taichung Civil Servants and Teachers Training Center". After the merger of the county and city, "Taichung Civil Servants and Teachers Training Center" was renamed as "Civil Service Training Center of Taichung City Government" on December 25, 2010. Directly subordinated to the Personnel Department, the Center is the second-level agency of Taichung City Government with a mission to nurture civil servants of high quality for the Taichung City Government.
 
II. Organizational Vision
By taking "professionalism, quality, innovation and performance" as the core of training, the Center applies practical and theoretical training strategies to inject vitality, flexibility and new ways of thinking, thereby strengthening the multi-functioning, global perspective, self-development, and innovation capability to reshape the image of high-quality civil servants for the Taichung City Government. All these are done in an effort to achieve the organizational vision of "Creating the first-class team on the basis of excellent civil services and outstanding civil servants".

 
III. Training Policy

Based on the mayor's governance ideal and the agencies' governance focus, a wide variety of training courses are organized along with the action plan of the year. Training courses offered by the Center can be classified into the following 5 major categories:

Politic: Understanding the major policies at present and implementing the referral service of central policies to create a consensus between the central and local governments.

Leadership: Developing the personality traits, leadership concepts, and relevant skills required for the achievement of management objectives.

Proficiency: Enhancing the professional expertise and skills required for the target positions such as English proficiency, legal studies, etc.

Management: Strengthening the abilities for integrated planning, management coordination, and troubleshooting.

Development: Focusing on self-growth and lifelong learning to learn more about the basic requirements of self-development and future position.

1. Diversified Training

Depending on the study content, training target, and expected outcome, multiple innovative training techniques are applied to the curriculum planning. Through group discussions, case studies, situational exercises or the use of APP technologies, the instructor leads the students to think, solve problems, participate, and achieve good learning effectiveness.

2. Flexible Teaching

In order to take into account both theoretical concept and practical application, the courses are specifically designed so that the theoretical concepts are provided before practical applications. Based on the two-way teaching and learning, students are better able to participate and interact in each class. Additionally, facilities on site are arranged from the perspective of the lecturers and participating students to provide the most effective and comfortable learning environment.

3. Performance Assessment

By making reference to the Kirkpatrick Four-Level Training Evaluation Model, questionnaires are provided to conduct a satisfaction survey. Based on the training targets and course content, customized performance assessments are carried out for important courses so that the training results can be obtained through testing and 360-degree feedback.

 

IV. Future Vision
The Center is awarded the excellence award for best human resource management project by International Federation of Training & Development Organizations (IFTDO) in 2017 as well as the excellence award for the 6th innovative human resource management of institutions subordinated to the Executive Yuan or local governance in 2017. With a view to becoming the best platform for collective learning, experience sharing,emotional exchange, and work together to improve the performance of the municipal services to create a better Taichung .

 

V. Staffing

The Center has 1director, 2 team leaders, 5 team members, 1 management technician, 2 assistants, 1 contract workers, and 3 administrative assistants, responsible for administrative affair, annual training program, student management, curriculum promotion, and other related academic affairs.

 

VI. Premise & Facility

The Center is located from the 7th floor to the 9th floor of Chung Hsing Land Office with a total of 3 floors and a total floor area of 2,564 square meters, accommodating up to 670 participants involved in the training programs.The Center provides the following facilities:

1. Presentation room (auditorium classroom), audiovisual classroom, seminar room, and conference room are available on the 7th floor.

2. A large auditorium is available on the 8th floor.

3. Audio-visual education classroom, general classroom, and office are available on the 9th floor.
